Introduction

   The highway regulatory service and the populace live are closely related and the contact of each other is extremely common. Its service quality, good or bad, is closely linked to the government image of the public. However, for quite some time, the character of the Motor Vehicles services primarily are the tests, the examinations, the contrary fine, and the tax expense levies. These characters are easily to build-up the public pressures, give fellow villagers an idea of bad bureaucratic practices. Therefore, how to fulfill the new trouble-free service to the public, construct a convenient and rapid service environment for the public to deal with government manner, and provide the high quality and convenient service are our main concern.

introduction In order to achieve the above goals, under the guidance of the Ministry of Communications e service and the Road Bureau seven series of simplifying processes and providing convenient service to the public, our Station, is based on the administration's idea of "close to the people, convenient for the people, simplifying the government practices, preventing abuses, and safe", completely devotes our efforts to endorse the regulatory service break through and the people service. We wish to give every fellow villager a joyful experience whenever they pay a visit to our station.

Station Evolution, Organization Framework and Service Area of Jurisdiction

A. Station Evolution

 

The Chiayi Station of Motor Vehicles is a highway regulatory service unit which is under a new-old exchange circumstance. People seem to know it but not actually understand it well. Why do we say so? If we look at the basic structure of the building, the place for public dealing with the government business and the feeling of overall service, the station let the villagers around the Chia-Nain area feel like it is a unit full of history and stiff tradition. However, if we look at this station from its organization transformation and the New Public Management (NPM) or from the angle of “government enterprise”, the Chia-Yi Station of Motor Vehicles seems like a childish kid who just learns how to walk.

 

The original address of The Chiayi Station of Motor Vehicles is Motor Vehicles Office around Chiayi area. It’s established in October 1, 1946. The original name is Chiayi Motor Vehicles Station. It belongs to Motor Vehicles Department Tai-Chung section. In February 11, 1952, it changed to Motor Vehicles Office. The station is at the north suburbs of Chiayi city. It’s about 500 M away from the provincial road. The transportation is very convenience to the public. However, due to the increases of the service load and the restrict space; it no long meets the public demand. For expending the services, Chiayi Motor Vehicles Office moved to Puzue city in Chaiyi County and started its service on October 1, 2004. The original place became the Chiayi Station of Motor Vehicles.

We extend our service hours on per-second week Saturday morning. The service is opened for traffic safety lecture, motorcycle test, and convenient local motorcycle test (including on-line application).

Take Care of the Minority Group and Give Them Guidance on License Test
Except helping our citizen's foreign spouses and illiterate people to take driver's test, the first time, we assist the deaf, the mute and the aboriginals to take the test, which is never heard or done. This policy really helps them a lot.

Promoting Paying the Traffic Violation Tickets through Convenience Store
Entrust 5 convenient stores for accepting the fine for traffic violation ticket. 24/7/365 service a year. Public may go to assigned convenient store to pay the fine. However, only for those "Self-reported" case, transportation violation notice with the triadic bar code, and Not the exceed transportation contrary notice homographic appears in court the date.

Act on Behave of customers Inspecting Car Service
General public usually are not familiar with the procedures of vehicle inspection process. Our station will send specially-assigned person to help people go through the vehicle inspection. Make online registration for inspection, validation, and change license plate a one production line. Let public feel like home.

Provide Free Small Bulbs

During vehicle inspection, if it is necessary, we provide free small bulbs for your vehicle. Our inspector can change the bulb for you at the same time. It saves much time for the driver to leave and return.

Practice No Paper Work Service
Drivers and vehicle owners, other than those who are getting new driver license, new plate, and vehicles inspection registration changes, only need to provide necessary documents at the service counter by applying their request orally. After the counter operating personnel enters the request onto computer, it will print out the request service paper work automatically. And these processes only need the stamp or the signature authentication. People don't need to fill in any paper work. This will reduce the steps of the work flow. Provides fast and convenience serves and enhances the information accuracy and the administrative efficiency.

To promote our service quality, we train and educate our staff how to say hello from the heart at noon or on weekends.

Establish “Intelligible and Rapid award and Punishment” Principles

a. Any staff who has been confirmed for good service, either through email or mail, will be praised publicly during morning assembly , monthly meeting, as well as on “Honor Board.” Their good manners will be considered on yearly service grade at the same time.

b. Setting “Evaluation level for polite models” : judge and praise models during morning assembly and monthly meeting.

Paying the Fine at The Post Office

After receiving any traffic violation ticket, any violator can pay the fine at the post office, as long as the violation item is qualified with payment condition. And the payment will be connected with our computer system immediately.

Assessment/Inspection of Professional driver’s License at Local Professional Drivers’ Union.

Professional drivers do not need to come to any motor vehicle station of office to have license examined if they don’t have to renew the license. Their license can be examined at the driver’s union.

We invited volunteers to join our work to explain our business and assistant the public to finish work as soon as possible. It saves the time for the public.

Movable Management and Service

We arrange staff to do “traveling service,” walking out of the counter and serving positively. They guide the public the way the y want to go and provide simple consultation.  Serving the public is our priority and our pleasure.  Members on duty of the “traveling service” come from all subsections. All subsection chiefs arrange their coworkers to it in the service building to help the public and answer their questions.
